Special needs education, vocational training and economic empowerment through gainful and productive business engagement; physical, psycho-social and medical rehabilitation; disability-issues sensitization interventions; community mobilization and networking have been pursued by HPD-O to help improve the lives of persons with disabilities as mutually reinforcing components of the global strategy of community-based rehabilitation/CBR since 1995. Educational and vocational attainments of persons with disabilities are outcome intervention areas for HPD-O while the remaining components of CBR are promoted and implemented as tools of empowerment to achieve these outcome interventions.
HPD-O began identifying itself as an implementer of CBR as the first DPO in Ethiopia and as a founder of the CBR Network of Ethiopia but joining hands with other local NGOs using the good office of the former Rehabilitation Agency. Its role as a founder of the Basic Education Network/BEN had also been so pivotal that it facilitated its take-off activities by letting it use its Bank Account until it became well-operational. This networking strategy and collaborative engagement has been scaled up to date by joining disability-focused networks, such as NOVIB and ENDAN.
