WHO WE ARE

HPDO is an Organization of Persons with Disabilities (OPD) established in 1994 by seven founders, comprising four persons with disabilities and three persons without disabilities, who shared a common vision regarding disability issues. The founders were committed to the professional, humanitarian, moral, and ethical responsibility of supporting efforts aimed at promoting equal opportunities, effective participation, and the inclusion of persons with disabilities.

The membership of HPDO consists entirely of volunteers who share commitment, optimism, and a common sense of purpose. This collective dedication has enabled the organization to work together toward improving the lives of persons with disabilities

Legitimacy & Collaboration

Accordingly, the mandate, objectives, operational principles, values, powers, and functions of HPDO are defined and guided by its current Bylaws, enabling the organization to operate legitimately and collaboratively with governmental and non-governmental actors, including like-minded OPDs.

August 1995 — Initial Ministry Registration

With a mandate to contribute to local initiatives intended to make a positive difference in the lives of persons with disabilities, HPDO was registered in August 1995 by the then Association Registration Office of the Ministry of Justice of Ethiopia.

November 2009 — Ethiopian Residents Charity (No. 0318)

However, following the legal changes introduced in November 2009, which limited civil society organizations’ engagement in advocacy activities, HPDO was re-registered with the Ethiopian Charities and Societies Agency as an Ethiopian Residents Charity under registration number 0318

August 2019 — Proclamation No. 1113/2019 Alignment

Subsequently, in August 2019, HPDO was re-registered under the newly enacted Civil Society Organizations (CSO) Proclamation No. 1113/2019, retaining registration number 0318. Under this framework, the organization focuses on the educational, economic, physical, and psychosocial empowerment of persons with disabilities, as well as advocacy work.

Strategic Mandate Objectives

To achieve the above-mentioned vision and mission, HPDO has identified the following strategic mandate objectives

01  promote an inclusive society that recognizes and respects the rights and specific needs of persons with disabilities in the development and implementation of policies, legislation, and decision -making process that affect them 

02 Strive to enhance the access and participation of persons with disabilities in education, livelihoods, health, and other social services, as well as in cultural, political, and other aspects of life, based on equality of opportunity and non-discrimination

03 Contribute to national and local initiatives aimed at the prevention of blindness and other impairments, as well as the identification and removal of barriers to participation and inclusion faced by persons with disabilities
